- APO/FPO addresses
- Canada or any international address
These other states have some limited restrictions:
- Annapolis, Maryland
- Baltimore, Maryland
- Baltimore County, Maryland
- Denison & Crawford County, Iowa
- Chicago, Illinois
- Philadelphia, Pennsylvania
